Robin, as you're working with Brighton & Hove at the moment, might
this be a good opportunity to find out exactly how their current
workflow breaks WDTK, so we can think harder about how best to fix
this?  (I wonder if emailing or phoning up the authority would fix it
in most cases...)

I have made a ticket for this problem:

However, it may be some time before it gets fixed -- there are a lot
of tickets in the system :S
