All WDTK users have a profile page that lists the requests/annotations
they have made, so authorities (or anyone else) can see that the
requests are coming from the same person, unless they are using multiple
user accounts.

It's seems to me replying to someone with the same name but a
different email address is just incorrect behaviour and may well
violate the data protection act. Unless the council knows for sure
that those two email addresses belong to the same person they can't
just treat them as a single person.
