The easiest way to get there is from the "my requests" link that appears
at the top of every page if you're logged in, or by clicking on your
name. Your user page also lets you search your own requests and manage
any email subscriptions you might have.

At the moment there is no way for you to close a thread to new responses
yourself but I, or any of the other volunteers can do this if asked to
(it's an option in the admin interface). If I closed the thread and set
it to "bounce" the council would get the following message if they tried
to use that address again:
The email that you, on behalf of [authority], sent
to [user] to reply to an FOI request has not been delivered.
This is because [request thread title] is an
old request that has been marked to no longer receive responses.
If this is incorrect, or you would like to send a late response to
the request or an email on another subject to [user] then
please [email protected] for help.

... which might prompt them to check the address they used. I'm only
hesitating to do this in case there is any correspondence you still want
them to send to that thread, as this would bounce too.
This might be something that users are able to do themselves in future
when/if the escalating user privileges system is implemented.
