I've downloaded my build from http://www.mmbase.org/?portal=202&page=13319 Removed the old version from disk and installed the newly (bin) downloaded ones several times.
Did NOT try to build my own version, did not fiddle with web.xml. I hardly think the build is to blame then, my guess is that there is wrong something else. Perhaps you have an old web.xml pointing to a non-present tld or so.
