Yes, it does. You cannot just vote for an application and then assume
someone else will do the maintaining - voting +1 for an applications
means that you will be willing to maintain it, if needed. Otherwise, the
statement taht an application should be emnatained by 'the community' is
pretty hollow.
If you expect _someone else_ to maintain it, you should vote it a
contribution.
