Yes , or just say that it's configuration and put it in the config dir

Well, there is a certain elegance that you don't need the config files
unless you want to change them, which in a number of case should not be
too often anyway. Plus it can be useful if you only keep the config
files that you added or changed in the config dir.
But yes, we could include them in the jar and also put them in the
distro config dir. Or perhaps place them with a .example extension or
something?
