No this is not a new feature. Unzip the mmbase.jar or any other
mmbase-xxx.jar and you will find that it has config files (the
defaults) as part of the jar. You can override them by placing them
in WEB-INF/config

PS: i would look into 1.8rc1 and the resoureloader it is the 'new'
way to access all the resources (including xml files) in a nice way
and even allow you to edit them on the fly. editors can be found at
mmbase/admin/admin/resourceedit.jsp
