Very good. But actually I think this principle did exists already... Also
the bugtracker could and was used to register new features.

Jira and features like this on jira, make it even more useful, and give
anybody even less excuses not to do it. But as far as I'm concerned, not
conforming to both a) or b) was wrong already since we had the bugtracker
(which does not meant that that never happened).
