no, the opposite. I assumed that there was already an builder.xsl, and that this
was changed. But perhaps i am wrong, and before there was only dtd.

I think you mean xsd.  1.8.0 was the first version with a builder XSD
(the main reason being that it is easier to nest datatype xml's then).
1.8.1 probably only added the 'name' attribute, but did not introduce
a new version, which is also not needed, because the xsd only became
more relaxed (more is valid), so the newer xsd still validates all
older xml's (but not inversely).
