I don't know if the behavior of duplicating parameters a bug is of orion or specified behavior?
If it is the latter, I suggest attempting to fix it in the include tag.

If it is the first, I would instead suggest to write the included parts with this behavior in mind (which might be done by implementing an arrayindex parameter as I suggested, and let the parts use this in the proper way (i.e. by specifying arrayindex="last").
