IMHO, a real good 'rich' editor should not need this, and should simply disallow creating a mess. An ideal 'wysiwyg' style editor is perhaps a product like 'LyX' which for example simply refuses to create a new paragraph if the current one is empty, and refuses to add a space if there is one already.
