A desire to add new code to a release cannot be a reason to veto, though you can vote -1.
You can veto the release plan if you are convinced it results in a broken version, which will cause major problems in current sites.
Please also note that we cannot simply wait forever for projects to finish or all hacks to be dealt with. In that case we could as well just stop making releases, because there will always be someone who has a hack he wants to add.
