The applications module consists of files which add extra functionality to an MMBase web application and that is not what UML2MMBase does. IOW the current applications module consists of extensions to MMBase and UML2MMBase does not belong to that category.
Tools like UML2MMBase require their own CVS module so they are not tied into one of the versions of MMBase. They should handle different versions of MMBase in their own way. Another difference between tools and the applications is that they don't have to depend on the core code of MMBase. The tool developers don't need write-access to the source code of MMBase to develop the tool.
