I think sf might be a good tool, considering its success. You can create projects, have mailing lists, etc etc. If we want to provide this kind of liberty ourselves we have to either arrange it manually or do a lot of work to automate it. I think an argument of finalist was that now they can all work on the project, while in mmbase.org they should all be made cvs-commitor.
