"It is possible for a developer to be given committors status for the duration of a project, so that he can act as the project leader, or to allow him cvs access. In this case, a voting call is made as normal, but the committor status is revoked at the end of the project lifecycle (the duration need be stated explicitly when the call is made)."
Henk is still project leader and therefor has committer status.
The MMC has decided that he can run for elections, leaving it up to the committors to decide if he is suitable for the MMC. If Henk becomes MMC member he will also get permanent Committor status, subject to his area of expertise.
