Yes, and that is the flaw of the current, maintainer-centric workflow. It 
depends on maintainers being able to be good maintainers. This will never be 
true for all people coding drupal.

Everything imperfect can be improved upon. Explicitly including things that 
work well.

How has that been proven?
It's hard to prove that something cannot be done, even if insurmountable 
obstacles seem to exist. Take space flight for example ;)
