You should also have "05printer" in that directory. If it isn't there, you
do not have a complete install.

No, we don't store /etc/printcap anywhere. It's recreated by combining
database entries with the templates.

The accounts database (/home/e-smith/accounts) has records for all your
printers/users/groups/i-bays/pseudonyms. And /etc/printcap gets built from
the database values when you re-install.
