Yes, I have done many such lists.

It sounds to me like you have not properly subscribed the moderators to
DIR/mod for some reason. If they were, the moderators would get mail items
asking them to approve their own postings. Once they do that, the mails
will go out to the list.
If you have not subscribed any moderators to the moderator list, the
mail will just queue until a non-existent moderator approves the
posting:-)
Here's the config for a moderated (announcement) list:
aBCDefgHiJKlmnOpQrstUVWxYZ
and DIR/mod contains the list of moderators.
