Actually, there's a bit of history here. "/etc/init.d/httpd stop"
kills all instances of httpd, which could mean killing the admin
server as well as the user web server.

/etc/init.d/httpd-e-smith is more gentle, only killing the user web 
server. However, the admin server now announces itself as httpd-admin,
so won't get killed accidentally by either httpd or httpd-e-smith. 

They are now the same, but the "correct" one is currently httpd-e-smith.
