cat /proc/mdstat will tell you the state of your software RAID setup.
I recommend using hardware RAID though, such as the 3ware escalade RAID
adaptors - they come with their own monitoring utilities, which you can
check through a web browser and will email alerts in the event of a disk
failure.

You should insist on using a UPS for a server. I make clients get them for
mission critical workstations too. They aren't that expensive afterall.

ReiserFS is not an alternative to having a UPS. How will ReiserFS help you
when your motherboard gets fried due to a power surge? There are several
reasons for using a UPS and clean dismounting of your filesystem is just
one of them.
