I don't believe this to have ever been the case (and if it did, it was a bug 
we have fixed :-) ). Are you certain you are not confusing these two:

 - /etc/crontab (which is a set of fragments resulting in a file)
 - /etc/cron.d (which is a directory containing a set of files, which
   may each be built with fragments)

So, expand-template /etc/crontab would be fine
    expand-template /etc/cron.d would result in "Output is a directory"
