Just a side note on this... the reason the web manager asks you to note the 
time and date is so that the administrator can check the logs - 
/var/log/messages quite frequently gives a specific clue to the cause of the 
error... usually the daemon that is responsible for the error will identify 
itself with it's own (more verbose) error message in the log...
