Or rather, it is correct or not correct depending on the settings in the "Other email settings" panel. Where it says "E-mail to unknown users", you can choose either "Return to sender" or "Send to adminstrator". If you find that all the mail for non-users is being forwarded to the administrator, it probably means that you have the server configured to do just that.
