As far as qmail is concerned yes. It has been that way since SME 5.0:

I'd be surprised if this hasn't been mentioned in the past. Treating 
all domains as virtual domain means less code to write and maintain, and 
makes it easier to make customisations such as you have done.

Do you see something wrong with treating all domains as virtual?
