The primary reason for doing that was to avoid a race condition on 
startup. Particularly with ADSL connections, the external link would often 
come up just as apache was starting, providing a new IP address, causing 
apache to be configured and then restarted. Restarting apache while it is 
just starting is not somthing that it seems to enjoy.

As there was no difference between the apache configuration for each 
interface, there seemed no obvious downside to this change.
