Or, perhaps a third level in the template expansion process.

1. Custom Templates
2. Vendor Templates
3. Mitel Templates

This would allow vendors to create packages with template fragments, without
requiring changes to the Mitel base, and without overwriting any end-user
templates. Might confuse the heck out of the local admins for a while,
though :-)

/etc/e-smith/templates-user-vendor
