This is a know issue with server-manager panels.  If the panel is contained in a
file that resides in /etc/e-smith/web/functions then everything will work as it
should.

The problem arises when server-manager panels link to different parts of the web
tree.  SquidGuard is one example of this.  SARG is another one.  Third one is
awstats.  These contribs have been set up to create their own webspace and
require admin as the username.  The server-manager panel really does nothing
more then a redirect to the new webspace..  This works great for server-manager
as the authentication is the same.

All the user-manager panel does is link the user-manager/cgi-bin to
web/functions in the same way as server-manager/cgi-bin does.  Once you are
redirected to a separate webspace then a different set of authentication takes
over and thus the problems.

There is really no quick fix to this.  The panels really need to be rewritten to
use the panel system correctly.
