In fact the client - server aproach of the web would mean prefetching could
decrease the availabillity of the data( so most likely they are talking
about server bandwith consumption), but since Freenet spreads the data out
the availabillity will *increase* instead of decrease. Even though total
network bandwith usage might increase but who cares. Up to point requests
actually help the network. This is a brave new world!
