If CVS was "meant to work" any particular way, this stuff would come

I think I've explained this before, BUT: we have two very active
development branches. One of them has more developers, and less
sophisticated developers. The other has only a few developers who are
more sophisticated.

I made a judgement call to make the branch with the most people
involved HEAD. At the time, experimental did not even build, much less
work. The main point was to have somewhere that Oskar and Scott could
share files. This was intended to make things easier for everyone
involved. It made it slightly harder for people working on the newest
stuff. Life is hard.
