Yes, this issue does definitly go to usability, but if
the dialog is made smaller it would be even less
usable because all the explanatory text would be
unreadable (as it was before it was stretched out.)
As for putting the buttons on the side of the dialog,
this is a good suggestion, although might be a bit
confusing for those used to having them on the bottom.
 Maybe next time we update the dialog we will
implement this.
However, the point could also be made that very few
people still run their computers at 640x480. 
Computers going back to Windows 95 have been able to
support 800x600 resolutions.
