Oskar upped the default to 300 outbound requests per minute.  Does your node 
really try to send that many requests?

It was meant as a sanity check to keep broken / poorly configured nodes from 
spewing traffic into the network.

There should also be client request rate limits.  Unfortunately I am probably 
not going to get around to coding that up soon.
