Yes, although I wish we had a more enlightened way to figure out what 
the optimal percentages are for the various stages of bandwidth limiting 
forcefulness - but I guess we can refine those once we see how well it 
works (we should probably have a graph somewhere of actual bandwidth 
used relative to the limit to see what goes on).
