Frequently we see outlier reports in RTEs having a large effect on the 
RTEs estimates.  This should be partially addressed by recent 
improvements to the RTE algorithm, however there may be value in 
recognising anomolies and not reporting them to the RTE (but, of course, 
taking them into account elsewhere), since such anomolies are probably 
the result of a bad decision by some node down the request chain, and 
not necessarily a good indicator of the reference's general ability to 
route that kind of key.
