OK, thanks.  A bit of googeling brought up RFC1122
page 4.2.3.9 that covers ICMP messages that must be
acted on by TCP
(http://www.freesoft.org/CIE/RFC/1122/117.htm).  I
used this as a guide to configuring my firewall. 
Superficially my node seems to be working better, but
that could just be psychological :)  I wonder how many
other Freenet problems may be cause by misconfigured
firewalls?
