Nah, scanning can be done sufficiently anonymously that spammers would be 
extremely unlikely to find the personal information on the person doing it. 
Just get a cable/DSL connection with a dynamic IP address. Hell, even dial-up 
would probably do, scanning doesn't take that much bandwidth, and you can 
just use a hotmail accound for a drop box. Sure, the government/police/big 
people would still know who you are, but I suppose that as long as you are 
somewhere sensible where spam has been outlawed, e.g. California as of 
recently, they would probably support you, and the spammers would not be able 
to find out who is doing it.
