Are you sure that these last two problems aren't just symptoms of
Frost's growing effect on the network?  Seems like that is exactly what
they are.  I haven't run 5028 on my node in quite a while, maybe I'll
try it later today, but I recall it having higher CPU load, and equal or
worse success probabilities.
