Problem is non symmetric bandwidth. Its very hard to predict how fast a node will send us data. Once we have data we need to send it and we are bandwidth limited. Given that we cannot easily predict how fast we will get trailer data to send it makes this a real hard problem. Suggestions?
Don't variations in transmission speed average out over multiple trailer streams?
