To restate the problem with QRing in a different way: Our goal should be that nodes QR a relatively static proportion of requests, rather than oscillating between all or nothing QRing. Basically, we need a damping mechanism.
What would be useful here is a %QR over time graph where we can see the extent to which a node QRs and easily see how effective different damping mechanisms are.
