This is implied by increasing lastGoodBuild.

Maybe it's a moot point, but: Doesn't increasing lastGoodBuild cause us to not respond to any queries from the older nodes? Option #3 above implies that we would handle the query if we are not too busy. Does increasing lastGoodBuild imply that too?
