This clearly shows that a short delay for coalescing works, in that it
causes many more larger packets to be sent.
Next step: reform the FNPLinkPing system; we don't normally need to send
FNPLinkPing's, we can pick the round trip time off the time it takes for
the peer to acknowledge a given packet.
