Since this is another problem caused by the web of trust, I'd suggest that it might be easier and much simpler without it. I think it would massively complicate the system, and make it hard to know what name lists you were subscribed to and which you weren't. Just having flat name lists means that most people won't change the default ones that come in the box, but those who need to can add others and have precise control over what namespaces they're subscribed to.
