I've seen 70% but that's usually immediately followed by not being able to get online at all. I don't think TCP functions well in the sort of heavy packet loss that you see when you either have a very noisy/weak wifi link (which could have a lot of bandwidth, but it can't be used because of the noise), or when there are drastic hardware problems on wired networks; do you get 50% because of *congestion*? How common is the above anyway?
