Another way to have lurkers not publish ratings, frost could attach
ratings to a user's posts, but not all of a user's ratings, only those
ratings for posters on that board.  So if I post to [freenet], I attach
a list of other [freenet] posters with GOOD and BAD ratings to my post.

These lists might grow large, so some way of shortening may be useful
(only recently changed ratings, only posting BAD ratings n times/days).
