Perhaps. We'd have to temporarily reduce the threshold if we did that, or 
increase the sample period gradually.

It's not about punishment, it's about getting enough redundancy. If a node is 
down too often, we need the data stored on its neighbours as well - if they 
are sinks, ignoring the down node.
