All the themeing is in CSS, themes can change a lot (compare the minimalist 
theme to just about any other theme).

Themeing engines have been discussed but generally are rather heavyweight 
(big!) and usually not much easier to use than hacking the java code itself - 
because major changes require, at some point, some sort of programming language!
