This is all rather confusing! Clearly my system is not the best place to be 
measuring this from.

Random suggestion:

Amazon EC2 offers servers in the cloud where you pay by the hour. You'll get a new IP address each time you launch a server instance, and you can select from various places around the world.

You might want to check their legal stuff regarding P2P first though...
