In determining value, I think probably the more the merrier so long as people have the best interests of the project at heart, aren't malicious and stick to the guidelines. Definitely users and developers. The next step will be estimating cost, this will be primarily a decision by developers - so if people vote for a task that would require a huge amount of effort, this can be reflected in a high estimated cost and the task will be suitably penalized in the final prioritization.
