Since the referance client and all the other clients available are already free, they must add something else to get people to use it. Any features they add could be reproduced in other, truly free clients. Unless its so extrodinary that it could only be done by the gov. I can't think of anything that would be that sophisticated, but perhaps They are more creative then I am :)
