The only use for DBRs is SSKs. You can't have a DBR CHK. There's little point in a DBR KSK (someone tell me if they can think of a use for this). So we could just extend SSKs to have an optional date-based component. SSK at pubkey,baseline,increment/blah Exactly as ugly as before. No new keytype. Non-date-based SSKs will look exactly the same.
