exactly, it's more generic.  it doesn't have a stigma of blocking out
something naughty, it's merely excluding results that you don't want to
see.  a "no porn" button raises all sorts of "what's porn" and "where's
the no copyrighted materials button" issues, but "NOT ______" merely
acknowledges the exclusion of certain keywords.  

A search result would then just be the intersection of the terms results
and the NOT results.
